ASSOCIATION DUES

Welcome to Whittier!  We are a community of single family homes, townhouses, and condominiums (about 1,700 units in total). We were built by the Ausherman Development Corp, starting in 1989 with the final construction in 2015.  More history of Whittier is available here.

As a new resident/homeowner, we would like to provide you with a list of things you should know or may like to know about your community and the surrounding area.

Homeowners Association Board Meetings:
The Board meets the 4th Tuesday of each month at 7 pm at the Somerford House Assisted Living Building on Whittier Drive. The minutes of past board meetings can be found here.

Neighborhood Advisory Council NAC 1:
The NAC is a forum for City of Frederick residents to become involved in identifying and recommending positive changes to improve their neighborhoods by enhancing communication with elected officials. The NAC 1 meets every other month at 7 pm at the Whittier Elementary School Library. More information on the NAC1 can be found here.

Community Information:

  1. Architectural Change Request
    Please make sure to submit an application for architectural change prior to making any change on the exterior of your home. You can read the ACC Guidelines here and the application form can be downloaded here or you may contact Vanguard to have a copy sent to you. Application forms (along with a copy) are to be sent to:

    The Architectural Change Committee meets the first Monday of each month at the Somerford House Assisted Living Building on Whittier Drive at 7 pm. The ACC Committee allows homeowners to submit walk-in applications if you would prefer to attend the meeting in person.
     

  2. The HOA payments are due annually.

  3. Maintenance of Property
    Each homeowner is responsible for the maintenance of all structures and landscaping located on his property to include such items as decks, fences, storage areas, gardens, shrubbery, grass, and trees. The following are examples, but not an exhaustive list, of basic maintenance violations: tall grass, weeds in beds, peeling paint, broken fences, decks in disrepair, broken windows or screens, gutters and shutters in disrepair, missing or non-visible house numbers, and improper storage of trash cans.
     

  4. Pet Etiquette
    Pet owners are reminded to have your pet on a leash at all times when outside of a fenced in yard. Pet owners also need to pick up after their pet each time it is walked. These are not only Association rules, but Frederick City laws.
     

  5. Trash Cans
    Residents need to store their trash cans in the rear yard in a neat and orderly fashion. Trash needs to be out of public view except on days of trash collection.
     

  6. Parking Rules and Regulations
    Residents are reminded there are rules and regulations related to the parking of vehicles upon any Lot or portion of the Common Areas. More information on the Policy Resolution for Vehicle Parking Violation Procedures can be found here.
     

  7. Whittier Pools
    The Whittier Community has three (3) pools for the use of the members of the Association; Cobblestone Pool located at 2405 Cobblestone Way, Greenleaf Pool located at 2000 E. Greenleaf Drive and Wetherburne Pool located at 2274 Wetherburne Way. The pools are open Memorial Day-Labor Day. Pool information can be found here.
     

  8. Notice to Absentee Owners
    All owners (Single Family, Townhouse or Condominium) need to make sure if they rent their Whittier home, to forward their absentee owner address to Vanguard Management in writing. Please send an email to the accounting department at cdemarco@vanguardmgt.com with your Whittier address and your absentee owner address, where you actually reside. You can also mail the written notice to Vanguard at P.O. Box 39, Germantown, Md. 20875. It is essential that all absentee owners do this so you will continue to receive the important correspondence related to your home such as; payment coupons, budget mailings, pool information, etc.
